100% Welsh lamb: Mum's anger as tattooist who inked her underage daughter is not charged

Almost a year later, Renee is still fuming as the tattooist who inked the under-18 has escaped prosecution, reports the South Wales Echo.
Renee reported Graham Durham, who owns Doc Graham's Tattoo Land in Cardiff after he tattooed Levi with the stamp '100% Welsh lamb' on the top of her bottom last March, despite her being under the legal age of 18.
The silly 16-year-old paid £30 for the tattoo after a dare from friends. She managed to hide the tat from her mum for two weeks, before Renee spotted it when Levi hurt herself falling off a horse.

"A file was presented to the Crown Prosecution Service who decided that no further action should be taken," said a South Wales Police spokesperson.
Renee said the police were "tied by what they can do", adding that she was just going to let Levi's tattoo fade over time as they don't have £1,000 for laser removal treatment:
"It's up to the Government to sort out what happens with children. She's a child and doesn't have any money. She's kept the tattoo but it will go eventually."
At the time, tattooist Graham said: "She said '18' and her friend came out with a date of birth. The sign is out there: Must be 18. I'm the victim here and I'm furious with it. God knows why she wanted that particular design. She said she wanted '100% Welsh beef' but I told her lamb would be more appropriate."
Levi has since admitted the tattoo was a baaaaaaa-d idea, saying she doesn't actually like the wording.
"I don't like it. It's not feminine - just a bit of writing permanently on me," she moaned. "It was a moment of madness - it looks stupid."

The hard-hitting ‘blades in a bed’ campaign was criticised by sleep experts and parents who said messages on how to <a href="http://www.parentdish.co.uk/2010/09/02/co-sleeping-why-i-love-sleeping-with-my-baby/" target="_blank">co-sleep responsibly</a> would be more effective.</p>
- Most expensive buggy is launched<p> Designer pushchair brand, Bugaboo raised eyebrows when it launched its first double buggy back in April, the snazzily named, <a href="http://www.parentdish.co.uk/2011/04/14/1200-for-a-pushchair-would-you-pay-that-much/" target="_blank">Donkey</a>, costing a whopping £1200! Mariah was the first to snap one up for her twins, Monroe and Moroccan, while previous celebrity fans of the designer wheels include Gwen Stefani and Gwyneth Paltrow.</p>
- This devil's got guts<p> Incredible pictures of five-year-old George Ashman emerged in September. The little lad had <a href="http://www.parentdish.co.uk/2011/09/21/my-little-devils-got-guts-five-year-old-boy-has-horn-implants/" target="_blank">inflatable horns implanted into his head</a> to grow enough skin to cover the birthmark on his forehead. All that is left after his incredible surgery is a very small scar.</p>
- 77-year-old dad has third baby in three years<p> In June, young-at-heart 77-year-old Dennis Ealam became a father for the <a href="http://www.parentdish.co.uk/2011/06/14/77-year-old-is-dad-to-third-baby-in-three-years/" target="_blank">third time in three years.</a> He has eight children in total, 16 grandchildren and three great-grandchildren, and claims new arrival, Violet, will be his last baby.</p>

- Conjoined twins see each other for the first time<p> We were welling up when we saw these snaps of conjoined twins Joshua and Jacob <a href="http://www.parentdish.co.uk/2011/09/15/the-look-of-love-conjoined-twins-joshua-and-jacob-spates-see-each-other-first-time/" target="_blank">seeing each other for the first time after successful surgery to separate them.</a> They were conjoined at the base of their spines and gastrointestinal tract and had to be separated because of the severity of Jacob's heart condition.</p>
- 12-year-old crowned drag queen of the village<p> Glamorous Redvers Stokes was <a href="http://www.parentdish.co.uk/2011/08/22/12-year-old-schoolboy-crowned-village-drag-queen/" target="_blank">crowned drag queen of his village in the summer,</a> after the competition to find a carnival queen in his home village of Sticker in Cornwall was opened up to boys as not enough girls were entering! 2011 was Redvers’ year, winning the coveted title in a figure-hugging pink number, big lipstick and Dolly Parton-style locks.</p>
- Breast milk ice cream goes on sale<p> We recoiled in horror when a London ice cream parlour started <a href="http://www.parentdish.co.uk/2011/02/23/exclusive-breast-milk-ice-cream-anybody/" target="_blank">serving up breast milk ice cream.</a> The new flavour on the menu at Icecreamists in Covent Garden was named Baby Gaga, and was made thanks to breastfeeding mums donating their milk. The ice cream was then <a href="http://www.parentdish.co.uk/2011/03/01/breast-milk-ice-cream-banned/" target="_blank">banned by Westminster City Council,</a> over fears it might be unsafe. - Deepak has his twin removed<p> Meet Deepak Paswaan, the eight-year-old boy who <a href="http://www.parentdish.co.uk/2011/10/04/eight-limbed-boy-celebrating-after-surgery-to-remove-parasitic-twin/" target="_blank">celebrated having his parasitic twin removed from his stomach this year,</a> thanks to doctors at Fortis Hospital Bangalore who operated for free. Dubbed the ‘eight limbed boy’, poor Deepak was teased and even called the devil before his pioneering surgery earlier this year.</p>
- Feckless father has number 15<p> The UK’s most feckless father, jobless Jamie Cumming had his <a href="http://www.parentdish.co.uk/2011/11/27/jamie-cumming-feckless-father-has-15th-child-with-two-more-babies-due/" target="_blank">15<sup>th</sup> child this year</a> - and has two more on the way in 2012. Jamie, 34, has 15 children by 13 different women, and even his own mum has disowned him, calling him an ‘embarrassment’.</p>
- Man lives on just expressed breast milk<p> This one made us feel a bit queasy to say the least. New dad Curtis started a blog (brilliantly named, Don’t have a Cow, Man) about his <a href="http://www.parentdish.co.uk/2011/09/22/man-drinks-wife-breast-milk-expressed/" target="_blank">diet of just his wife’s expressed breast milk,</a> saying he wanted to see the effect it had on his body. After his experiment went global, Curtis removed his blog posts, so sadly we didn’t actually hear how it went…</p>
- Cot death storyline causes outrage on Eastenders<p> Controversy when EastEnders chose to run a <a href="http://www.parentdish.co.uk/2010/12/22/eastenders-plots-cot-death-scenes-for-new-years-eve-viewing/" target="_blank">cot death and baby swap storyline</a> early in the year rumbled on for months. The plot centred around new mums Ronnie and Kat. When Ronnie’s baby died of cot death at just a few days old, she swapped her baby James, for Kat’s new arrival, Tommy. Months of heartache for the characters <a href="http://www.parentdish.co.uk/2011/04/20/eastenders-baby-tommy-cot-death-story-reaches-climax/" target="_blank">ended</a> when Ronnie admitted what she had done and was jailed for her crime.</p>
- Maxine Carr has baby<p> In October it was reported that <a href="http://www.parentdish.co.uk/2011/10/31/maxine-carr-has-baby-soham-murder-liar-is-a-mum/" target="_blank">Maxine Carr, the former girlfriend of Soham murderer Ian Huntley, had given birth.</a> Since her release from prison, she had been under police protection and an anonymity order, and no details of her location, her baby or her partner can be made public. The order will also extend to her child as he or she grows up.</p>
- Nirvana baby is 20 years old<p> News that the baby on the famous <a href="http://www.parentdish.co.uk/2011/09/26/nevermind-nirvana-cover-baby-and-album-20-years-old/" target="_blank">Nirvana CD cover for Nevermind had turned 20</a> made us all feel very old this year. Four-month-old Spencer Elden was pictured for the album’s cover which was released in 1991. The now 20-year-old says he is still introduced as the ‘Nirvana baby’.</p>
- Baby rescued from earthquake<p> After 46 hours buried in the rubble after the Turkish earthquake, newborn baby, Azra Karaduman <a href="http://www.parentdish.co.uk/2011/10/25/newborn-baby-survives-46-hours-in-earthquake-rubble-video/" target="_blank">was pulled from the wreckage alive by rescue workers.</a> Azra's mum, Semiha, was later also found alive and was taken to hospital.</p>
- Pregnant mum eats road kill<p> If we had a photo of the year competition on Parentdish, this would win, hands down. Meet mum-to-be Alison Brierley. She had the very <a href="http://www.parentdish.co.uk/2011/11/09/mum-to-bes-pregnancy-cravings-for-road-kill/" target="_blank">unusual craving of wanting to eat road kill </a>during her pregnancy. Her favourite dishes were hare, deer, pigeon, rabbit, pheasant and, erm…owl!</p>
- Gingers banned at sperm bank<p> Red heads didn’t need to apply in September, when the world’s largest sperm bank <a href="http://www.parentdish.co.uk/2011/09/20/gingers-need-not-apply-worlds-largest-sperm-bank-bans-red-head-donors/" target="_blank">closed its doors to ginger donors,</a> as no one wanted their produce! Cryos International reached capacity at 70 sperm litres, with an extra 600,000 men on a waiting list to donate. As red head donors were proving unpopular, it banned them!</p>
- Boy goes back to school as a girl<p> Ten-year-old Livvy James left school for the summer holidays as a boy, and <a href="http://www.parentdish.co.uk/2011/09/13/boy-returns-to-school-as-a-girl-10-year-old-came-out-over-summer/" target="_blank">returned as a girl</a> after being diagnosed with gender dysphoria. Livvy’s mum Saffron and dad Phillip fully supported her decision, even appearing on <a href="http://www.parentdish.co.uk/2011/09/22/livvy-james-boy-who-returned-to-school-as-a-girl-speaks-out/" target="_blank">This Morning</a> to talk about her situation, and the bullying she had suffered at school.</p>
- Driving test birth<p> Talk about multi-tasking! Mum Emma French took her <a href="http://www.parentdish.co.uk/2011/11/01/mum-takes-driving-test-whilst-in-labour-and-drives-herself-to-hospital-for-birth/" target="_blank">driving test while having contractions, </a>and then drove herself to hospital to deliver baby Eva. The new mum said she was determined to complete the test as she would have to wait so long to get another one!</p>
- Mum and baby group opens in pub<p> A pub in Hereford caused controversy when it <a href="http://www.parentdish.co.uk/2011/10/05/outrage-as-pub-opens-mother-and-toddler-group-in-bar/" target="_blank">opened its doors to a mother and toddler group in October. </a>The managers of the Kings Fee pub decided to welcome babies and pre-schoolers for play sessions when they were unable to find a suitable toddler group for their own two-year-old son. Robbie and Helen Bates defended their decision, despite coming under fire from locals. Would you go to a playgroup in pub?</p>
- Restaurant charges a baby to sit down<p> We were shocked to say the least when we heard that Cosmo, the UK’s largest restaurant had starting <a href="http://www.parentdish.co.uk/2011/11/23/uk-largest-restaurant-charging-babies-even-if-they-dont-eat-cosmo-croydon/" target="_blank">charging babies to sit with their parents</a>, even if they were too young to eat! The buffet-style restaurant later apologised to the parents who had been charged, explaining they only add the cover charge to toddlers and older children who properly sit up at tables and eat. - Scan shows four babies<p> Mum-to-be, Adele Jelley hit the headlines in November when a scan at 17 weeks showed she was expecting <a href="http://www.parentdish.co.uk/2011/11/01/amazing-ultrasound-pic-scan-shows-mum-to-be-is-expecting-four-babies/" target="_blank">FOUR babies!</a> Incredibly, Adele missed the standard 12 week scan as she didn’t even realise she was pregnant. She and partner, Gary are due to welcome the three boys and one girl by Caesarean section in March, four weeks before their due date.</p>
- Bus Stop Birth<p> Poor Agata Kopera gave <a href="http://www.parentdish.co.uk/2011/09/23/bus-stop-birth-woman-gives-birth-to-breech-baby-at-bus-stop/" target="_blank">birth at a bus stop</a> back in September, after she was turned away from hospital as midwives thought her labour hadn’t progressed enough to be kept in. - Sure Start closures<p> 2011 was a sad year for Sure Start. A massive 124 centres <a href="http://www.parentdish.co.uk/2011/11/18/sure-start-centres-closed-coalition-government/" target="_blank">have closed</a> since the Coalition came to power, and this year alone the number of centres has dropped from 3,631 in April, to 3,507 in September. Would you miss Sure Start?</p>
- Santa tells little girl she is on naughty step<p> Father Christmas upset four-year-old Brooke Rarity when he told her <a href="http://www.parentdish.co.uk/2011/12/02/santa-leaves-four-year-old-in-tears-after-naughty-list-comment/" target="_blank">she was on the naughty step and wouldn’t get any presents! </a>Brooke’s mum complained to staff running the Coca-Cola truck meet and greet with Santa when her little girl was left in tears.</p>
- Healthy twin aborted<p> A very sad story hit the headlines in Australia in November, when doctors aborting a twin with a serious health defect <a href="http://www.parentdish.co.uk/2011/11/24/doctors-aborted-healthy-twin-boy-by-mistake-melbourne-australia/" target="_blank">aborted the healthy baby by mistake.</a> The family are now said to be considering taking legal action.</p>
- Mum dresses tot up as prostitute<p> Toddlers and Tiaras, the hit show in America, raised a few eyebrows throughout 2011. - Children filmed cage fighting<p> When a <a href="http://www.parentdish.co.uk/2011/09/21/eight-year-olds-filmed-cage-fighting/" target="_blank">video emerged of children as young as eight cage fighting</a> in September, there was outrage. But the owner of the club where the filming took place defended the <a href="http://www.parentdish.co.uk/2011/09/22/how-shocking-is-this-children-fighting-for-the-entertainment-of-adults/" target="_blank">fights</a>, saying: “There was nothing wrong with it. The kids were there to fight, they have fought before. The parents were there. Would people rather these kids were out on the streets with guns and knives?”</p>
- Pregnant pageant goes viral<p> We were loving video footage of a pregnant beauty pageant in America back in September, where heavily pregnant mums-to-be strutted their stuff in tiny two-pieces and heels, all to be in with a chance of winning Rod Ryan’s 7th Annual Pre-Labor Day Pregnant Bikini Contest. <a href="http://www.parentdish.co.uk/2011/09/08/bizarre-beauty-pageant-for-pregnant-women-in-bikinis/" target="_blank">Have a look at the amazing footage,</a> and pay particular attention around 2.18 minutes in, when a very enthusiastic contestant whips off her heels and does the splits…</p>
- Meet the world's smallest woman<p> Tiny two feet tall Jyoti Amge, from Nagpur, India, celebrated <a href="http://www.parentdish.co.uk/2011/12/16/meet-the-world-s-smallest-woman-india-Jyoti-Amge/" target="_blank">becoming the world’s smallest woman</a> with a cake almost as big as herself on her 18<sup>th</sup> birthday. She is the size of a large watermelon, and took the title from 2ft, 3in American record holder, Bridgette Jordan.</p>
- Four-year-old threatened with fine for being too loud in his own garden<p> Poor little <a href="http://www.parentdish.co.uk/2011/08/30/four-year-old-threatened-with-5-000-noise-fine-for-playing-too/" target="_blank">Alfie Lansdell</a> was told to keep it down, after his local council threatened him with a £5,000 fine for noise pollution. A neighbour complained the little lad was making too much of a racket playing in his back garden, and asked his parents, Simon and Pippa to keep him down!</p>
